HSE to establish multi-provider agreement for fire safety consultants

The HSE is planning to establish a new multi-provider framework agreement for fire safety consultancy services to support capital projects across the health service.

The proposed framework will cover consultancy for fire and life-safety systems design for acute and non-acute healthcare projects valued at less than €15 million, excluding VAT.

The framework is being established to support the delivery of fire safety compliance, fire engineering, design, project management, and associated consultancy services across the HSE.

The agreement will also be available to a range of publicly funded healthcare bodies, including section 38 and section 39 organisations, as well as Tusla.

Under the proposals from the HSE Office of the National Director for Capital and Estates, the framework will operate for an initial three-year period, with the HSE retaining the option to extend it by up to one additional year. However, the tender documentation states that appointment to the framework does not guarantee consultants will receive work.

Instead, projects will be awarded through individual call-off contracts using either a cascade system or mini-competitions.

The HSE said the framework has been designed to ensure a fair distribution of appointments while maintaining sufficient market capacity, operational resilience, and national and regional coverage.

Firms appointed to the framework will be subject to ongoing performance monitoring throughout the lifetime of the agreement. They will be assessed against a range of measures, including timely delivery of services, quality of work, technical competence, communication, and responsiveness.

The framework also provides for annual performance reviews. Firms that fail to meet the required standards will be subject to warning notices, exclusion from future call-off competitions, or in more serious cases, termination of their place on the framework.

The deadline for the receipt of tenders or requests to participate is 19 August.
