Department of Health seeking external consultancy for €100k disability work

Consultancy services are being sought to prepare advice papers, research and analysis of disability data and trends to inform policy.

The provider will be expected to attend meetings with senior departmental officials, including the Minister of State for Disability Issues Finian McGrath, and to make presentations as required, according to a tender notice posted by the Department.

The services sought are linked to the work of the Department’s Disability Unit, which is “focused on addressing the specialist health and personal social service-related needs of people with disabilities” and ensuring they are supported, as required, throughout their lives “to maximise their individual potential”.

“The Disability Unit is responsible for the development of policy and associated legislation in this regard. It also contributes to cross-sectoral collaboration with other Government departments in respect of national policies for children and adults with disabilities,” the Department outlined in the tender notice.

The Unit is currently engaged in work on the implementation of recommendations in the<em> Value for Money and Policy Review of Disability Services 2012</em>, safeguarding legislation, and planning for the future needs of persons with disabilities, among other projects.

The budget for the service for an initial 12-month period is €50,000 but this could rise to as much as €100,000 if the contract is extended for another 12-month period. 

“The Department is seeking to engage the services of appropriately-qualified personnel to advise and guide departmental officials in relation to the development of evidence-based health sector policy and practices for people with disabilities, on a consultancy basis. This will include involvement in inter-departmental and cross-sectoral work with respect to the provision of services and supports for people with disabilities,” the notice advised. 

“Due to the political sensitivities of some work undertaken by the Disability Unit, the successful tenderer will need to demonstrate a good political awareness and a proven ability to engage effectively at a senior level with the political system. Previous experience working at a senior level in the public service would be of additional benefit.”
