Challenges in the “consistency of implementation” of the public-only consultant contract (POCC) have been raised within the HSE.
In May, HSE Chief People Officer (CPO) Ms Anne Marie Hoey provided the Executive’s performance committee with an update on the contract’s implementation. She noted that while “significant” progress has been made, “recent engagement” had identified challenges relating to the consistency of implementation across regions. In addition, there were issues with the quality, clarity, and comparability of reporting on POCC implementation.
Committee members discussed the proposal to establish a national programme aimed at standardising and strengthening reporting on POCC implementation, while accelerating implementation across regions. It was noted that a POCC national performance action group had been established and was scheduled to meet by the end of May.
A HSE spokesperson confirmed to the Medical Independent that this group held its inaugural meeting on 27 May. The group is co-chaired by the CPO and Chief Clinical Officer Dr Colm Henry.
“The objectives of this group are to provide assurance to the HSE board, Chief Executive Officer, and Government stakeholders regarding the implementation of the contract,” said the spokesperson. The group plans to establish consistent national reporting on the POCC and support implementation across regions. Regional POCC implementation groups have also been convened.
“Work is ongoing with regard to WPP [work practice plan] reporting,” said the spokesperson “Consultant WPP are recorded on the HSE DIME system, with over 94 per cent of all contracts now recorded and 98 per cent in respect of POCC contracts.”
Earlier this year, a HSE internal audit found there was inadequate oversight of the implementation of the POCC. Currently, 3,483 consultants hold the POCC, representing 69 per cent of the consultant workforce.
