HSE’s CFO is now also acting Deputy DG

An Executive spokesperson told the Medical Independent (MI) that discussions are ongoing with the Department of Health regarding the role of Deputy DG. In the interim, the CFO Mr Stephen Mulvany is fulfilling the role.  Mr Mulvany’s position of CFO attracts a salary of €160,470, according to the HSE’s consolidated pay scales (January 2016).

The previous Deputy DG, Ms Laverne McGuinness, officially left office on 3 January on a salary of over €170,700 and now works in the private sector.

Ms McGuinness, who has a professional background in accountancy and corporate governance, took up the role of Deputy DG of the HSE in January 2013. Prior to this, she was HSE National Director of Integrated Services.

The 8 December 2015 minutes of the HSE Directorate noted the “interim reassignment” of functions held by the Deputy DG following the departure of Ms McGuinness. According to the minutes, HSE Director General Mr Tony O’Brien confirmed that discussions were ongoing with the Department in relation to “the sanction to replace the Deputy Director General position”.

The minutes noted that, in the interim, the National Director of Quality Assurance and Verification Mr Patrick Lynch would be responsible for planning, performance and business information functions, including serving as Chair of the National Performance Oversight Group, as well as responsibility for the National Compliance Unit. Chief Information Officer Mr Richard Corbridge would be responsible for the Business Intelligence Programme of work.

The Programme for Partnership commits to continuing the process of dismantling the HSE and evolving it into a Health Commission.
