Discussions ongoing on ‘backfilling’ after HSE Deputy DG’s departure

Ms Laverne McGuinness officially left office on 3 January on a salary of just over €170,700 and now works in the private sector.

The Medical Independent (MI) had asked the HSE whether it planned to advertise the post, and queried the salary for the role. However, the HSE did not respond to these questions specifically.

Ms McGuinness, whose academic background is in accountancy and corporate governance, took up the role of Deputy DG of the HSE in January 2013. Prior to this, she was HSE National Director of Integrated Services.

She is now CEO of The Talbot Group, a major private provider of services for people with intellectual disabilities, acquired brain injury and nursing home care for older people.

The 8 December 2015 minutes of the HSE Directorate noted “interim reassignment” of functions held by the Deputy DG following the departure of Ms McGuinness. According to the minutes, HSE Director General Mr Tony O’Brien confirmed that discussions were ongoing with the Department in relation to “the sanction to replace the Deputy Director General position”.

In the interim, the minutes noted that National Director of Quality Assurance and Verification Mr Patrick Lynch would be responsible for planning, performance and business information functions, including serving as Chair of the National Performance Oversight Group, as well as responsibility for the National Compliance Unit. Chief Information Officer Mr Richard Corbridge would be responsible for the Business Intelligence Programme of work.
